MENA – A Gateway to New Horizons

From the record-breaking skyscrapers of Dubai to the vibrant souks of Marrakech, the MENA region is home to some of the world’s most ambitious retail and leisure projects. Over the coming pages RLI will take a look the current slate of world-class shopping destinations, entertainment complexes, cultural experiences and Giga-Projects that are shaping the region.

Projects Across the Middle East
His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister of Bahrain earlier this year inaugurated the Marassi Galleria at Marassi Al Bahrain. Marassi Galleria is the first shopping resort in the Kingdom, located within the Marassi Al Bahrain project, on an area of 114,000sq m. The mall offers visitors an integrated experience of shopping, dining and entertainment and sets a new standard for the retail sector at a local and regional level. The mall contains 450 retail shops, including a group of luxury international brands and provides 10,000 employment opportunities for Bahraini nationals in both the mall and with other companies in the broader project. Marassi Galleria also has an entertainment area that includes the largest aquarium in the Kingdom, an underwater zoo, an adventure park, and a cinema complex. The commercial complex is connected to two five-star resorts, the Address Marassi Al Bahrain and Vida Marassi Al Bahrain.

Qatar is set to transform its tourism and entertainment landscape with the launch of the Simaisma Project, a $5.5 billion (20 billion riyal) development. This ambitious project, led by the Ministry of Municipality and developed by Qatari Diar Real Estate Investment Company, a subsidiary of Qatar’s sovereign wealth fund, aims to create a new cultural landmark in the Middle East. Spanning over eight million square metres along seven kilometres of pristine beachfront land, the Simaisma Project will feature a major theme park, luxury resorts, retail and dining spaces, an 18-hole golf course, residential villas, a yacht club and a marina. This expansive development is poised to set new standards for regional tourism, offering a unique blend of leisure, culture and luxury.

The Point represents a strategic partnership between the Red Sea Markets For Real Estate Investment Company | Asir and the Tourism Development Fund. The Red Sea Markets Company a member of the SEDCO Holding Group, owns one of the most important shopping and entertainment projects in the Kingdom, Red Sea Mall in Jeddah and it is working to replicate this success in Abha and position The Point as the Asir Region’s leading tourist destination for shopping, entertainment and recreation. Upon completion at the end of 2026 it will comprise constructed areas of 150,000sq m, green areas totalling 50,000sq m, a 1,000sq m youth centre, a 6,000sq m hypermarket, two fountains and water attractions, a 3,000sq m health centre, 10-screen cinemas, 150 retail stores, 41 restaurants and cafes, 1,500 car parking spaces, a Hilton Residence of 100 hotel apartments & a Canopy by Hilton Hotel with 150 Guest rooms.

In 2021, the Public Investment Fund (PIF) announced THE RIG project, the world’s first adventure tourism destination on an offshore platform inspired by the design of offshore oil platforms. Oil Park Development Company (OPDC) was established to lead the development of THE RIG. Project and it is in line with the PIF Strategy 2021-2025 to diversify and enrich the Kingdom’s tourism and entertainment experiences, increase tourism and entertainment investment and diversify the economy. The unique hospitality and adventure experience will span a gross floor area of over 300,000sq m, located 40km from the coastline, near Al Juraid Island and Berri Oil Field in the Arabian Gulf. THE RIG will seek to attract over 900,000 annual visitors by 2032, appealing to a wide range of domestic, regional and international audiences, including adrenaline seekers, explorers, balanced holiday makers and relaxation seekers. The range of hospitality, leisure and entertainment and accommodation options provided by the scheme will include three hotels totalling 800 rooms, along with 11 restaurants, extreme sports & adventure park, a world-class marina and helipads.

Saudi Arabia’s Abdullah Al-Othaim Investment Company is developing a $1.9bn entertainment development in Riyadh. The Konoz Box of Treasures project is named after a diverse array of gemstones embodied in the scheme’s architecture. Konoz Box of Treasures includes 50,000sq m of state-of-the-art commercial office spaces and a 20,000sq m entertainment city aimed at supporting Riyadh’s developing tourism and entertainment industry. In addition to its commercial spaces, the Konoz project features 15,000sq m of green areas, parking for 5,500 vehicles, a 120,000sq m commercial centre, a luxury hotel with 250 rooms, 120 serviced residential apartments and an additional 135,000sq m residential apartment complex which includes 700 apartments. Designed by Benoy, the project embodies the ongoing growth and development taking place in Riyadh and Saudi Arabia, driven by the country’s Vision 2030, which aims to transform the nation into a sustainable and diverse economy.

Cenomi Centers, the largest owner, operator and developer of contemporary lifestyle centres in Saudi Arabia, earlier this year opened U Walk Jeddah, the city’s first hybrid mall concept that seamlessly integrates indoor and outdoor experiences and a watershed moment in the future of retail. Bringing together trendy eateries and leading brands, U Walk Jeddah is redefining the city’s retail landscape by offering a next-generation shopping experience. The hybrid mall features an indoor retail boulevard, its own leisure district and a nearly 2km-long, open-air promenade with landscaped gardens, shaded terraces and a dancing fountain. U-Walk Jeddah Mall is strategically located between King Abdul Aziz Road and Prince Sultan Road in a dynamic urban environment, providing very easy access from some of the major commercial corridors in the Northern Central part of Jeddah.

Cenomi Centers’ new Jawharat Riyadh Mall is set to redefine the consumer experience and set new standards in both Riyadh and the Kingdom of Saudi Arabia when it opens in the second half of 2025. Boasting over 370 stores, Jawharat Riyadh will bring luxury, lifestyle brands, entertainment and dining to the capital at a scale not seen before in the Kingdom. It will host 70 plus flagship stores and more than 30 first to KSA retailers. The project will feature the first and largest luxury wing inside a shopping mall spanning over 25,000sq m with more than 60 luxury stores and services. With 185,000sq m of total mixed-use space, not only will the Luxury District delight visitors from far and wide, Jawharat Riyadh will feature three more distinct lifestyle areas including Fashion & Lifestyle Avenue; Youth & Innovation Zone, the Leisure & Entertainment District as well as four F&B areas.

Meanwhile, Jawharat Jeddah will be another new flagship development from Cenomi Centers and when it opens in the second half 2025, it will become the number one mall in Jeddah for footfall and spend. The project is on course to feature 108,000sq m of GLA, more than 300 brands and over 50 flagship sites, more than ten first to Jeddah brands, three food & beverage zones and world-class entertainment.
Work is forging ahead on the $4.586bn The Avenues Riyadh, which is expected to open in the first quarter of 2026. Joining the Kingdom’s numerous new mega projects, The Avenues Riyadh is a collaboration between Shomoul Holding Company and regional architecture and engineering firm, Pace. Located at the heart of Saudi Arabia in the northern region of Riyadh City, overlooking the intersection of King Salman Road and King Fahad Road, The Avenues – Riyadh extends across an area of 390,000sq m with a total built up area of 1,870,000sq m. The mixed-purpose development will house a plethora of hospitality, lifestyle and entertainment venues, including three hotel towers, namely a Waldorf Astoria, Canopy by Hilton and Conrad Hotel, a residential tower and an office tower with a parking lot for more than 14,000 vehicles. Furthermore, the scheme is set to become one of the largest malls in the Middle East with a GLA of 370,000sq m.

Giga-Projects Across Saudi Arabia
Saudi Arabia’s ambitious Vision 2030 plan, aimed at diversifying the economy beyond oil, has resulted in a remarkable $1.3 trillion worth of real estate and infrastructure projects since its inception eight years ago. This large-scale development initiative is reshaping the Kingdom’s urban landscape, enhancing its appeal for residents, investors and tourists alike. The project will cherish and protect the natural environment whilst fostering growth and prosperity for the community, land and sea. Visitors can witness endless views of the Red Sea by shore and from the highest peaks make AMAALA the place where thrill-seekers, sun-chasers and stargazers find their haven. It is a journey that knows no bounds, where every moment is a beautiful celebration of life. Guests can experience AMAALA from next year following construction from developer Red Sea Global (RSG), a pioneering multi-project developer based in Saudi Arabia.

Diriyah is a dynamic mixed-use urban-focused development project from Diriyah Development Company that is centred in the capital of the Kingdom, with a core value to ground all the development’s endeavours in upholding and embracing sustainability and traditional Najdi architecture. The Diriyah project will be a world-class historical, cultural and lifestyle destination showcasing to the world Saudi Arabia’s more than 300 years of history through an engaging and inspiring set of heritage, hospitality, education, retail and dining experiences for residents and visitors. Diriyah is an exploration of the Kingdom’s heritage, past and present; it symbolises the harmony of the birthplace of the Kingdom At-Turaif, a UNESCO world heritage site.

Launched in 2021 by His Royal Highness Crown Prince Mohammed bin Salman, the Jeddah Central Project by Jeddah Central Development Company is designed to preserve Jeddah’s rich heritage while embracing modernity. Featuring four notable landmarks (Opera House, Museum, Sports Stadium and Oceanarium), a marina, beach resorts, restaurants, cafes, diverse shopping options and modern residential areas, the $19.9bn+ project will be developed over 5.7 million square metres in the heart of Jeddah. The plan reflects the Hijazi essence of Jeddah in a contemporary interpretation and has adopted world-class sustainability standards. The first of three phases will be completed by the end of 2027.

The King Abdullah Financial District is an iconic destination known for its world-class commercial offices and retail spaces, with contemporary residences, a unique entertainment offering and advanced smart city solution, the KAFD experience welcomes visitors to join its vibrant community as it redefines urban living. KAFD is a one-of-a-kind destination that offers a 24/7 eco-system, combining stunning residential towers, advanced office spaces, exclusive retail and F&B experiences, outstanding hotels and unique entertainment facilities. The project supports a lifestyle that provides convenience and accessibility personalised for you. The scheme is currently under development by King Abdullah Financial District Development and Management Company.

The 16sq km King Salman Park was launched by the Custodian of the Two Holy Mosques, King Salman Bin Abdulaziz Al Saud on 19 March 2019. The King Salman Park Foundation, responsible for the construction and operation of the park, is chaired by HRH Prince Mohammed Bin Salman Bin Abdulaziz, Crown Prince and Prime Minister. The Park aims at providing a variety of sports, cultural, artistic and recreational options to the residents and visitors of Riyadh, therefore, improving the quality of life in the city in line with Saudi Vision 2030’s goals of a vibrant and healthy society and raising Riyadh’s global ranking.

Umm Al Qura for Development & Construction is the owner and developer of the Masar destination that works with a developmental vision to elevate the urban and investment landscape of Makkah. Located in Riyadh, Saudi Arabia, the city enables the leaders of tomorrow by unlocking the potential of youth in Saudi Arabia. Being designed as a 15-minute city, visitors can reach everywhere in Mohammed Bin Salman Nonprofit City by car, bus, metro, bike and even on foot. The city is designed to be accessible by all means of transport, with safety and speed as priority. The scheme is under construction by Mohammed bin Salman Foundation (Misk).

New Murabba is a gateway to another world. It is a new modern downtown overlooking an icon. Here, a human-first downtown where access to greenery and amenities is within 15 minutes, innovative technology and sustainability seamlessly blend with a profound respect for nature and authenticity. The upcoming downtown will reflect the culture, identity and ambition of Riyadh, the Kingdom and the world. At the heart of New Murabba is The Mukaab. The Mukaab, being developed by New Murabba Development Company will also hold the world’s largest open-air entertainment space measuring 160,000sq m and sitting 400m high at the top of the structure.

Meanwhile NEOM, the most well-known giga-project, is the land of the future with an ambition to redefine liveability, business and conservation. The regions and sectors that make up NEOM will be fuelled by $500bn from the Public Investment Fund of the Kingdom of Saudi Arabia and local and international investors. NEOM means ‘new future’ and with more than 3,600 staff – from 97 countries – are already living and working onsite, it is already a home for people who dream big and want to be part of building a new economic model for the country and the world. NEOM, also the developer, is already under construction and the first destinations will come online in 2024.

Qiddiya will be a disruptive destination city recognised on the world stage as the home of the most innovative and immersive experiences. Qiddiya will be a vibrant and liveable destination city based on pillars of entertainment, sports and culture. Family-friendly theme parks, sports arenas suitable for international competitions, academies for sports and the arts, concert and entertainment venues, racetracks for motorsport enthusiasts as well as outdoor and adventure activities alongside nature and environment experiences are just some of the fun attractions being developed. Being developed by the Qiddiya Investment Company, this multi-billion-dollar entertainment destination in Riyadh is set to become the world’s largest entertainment city.

RAK Central, Ras Al Khaimah, UAE. Developer: Marjan

Unlike Saudi’s other Giga-Projects, ROSHN is delivering new urban communities across the Kingdom. These schemes will feature pedestrian-friendly ‘living streets’, green spaces and retail and entertainment outlets, as well as hospitals, medical centres, mosques and sports facilities. Having been established in 2019 by Saudi Arabia’s sovereign Public Investment Fund (PIF), ROSHN specialises in developing integrated urban neighbourhoods featuring residential communities with modern standards across the Kingdom. Aiming to contribute to the development of the Kingdom’s real estate sector, ROSHN provides aspirational living, presenting a complete city experience in a community that boasts unique designs and an array of facilities.

Saudi Downtown Company, a master and lead developer owned by the Public Investment Fund (PIF), the key enabler of the advancement of the Kingdom’s vision, is working on the Saudi Downtown project, a collection of modern, mixed-use downtown’s and destinations with diverse local cultures in 12 Saudi Arabian cities – Arar, Dumat, Al Jandal, Tabuk, Hail, Buraydah, Al Madinah, Al Khobar, Al Ahsa, Taif, Al Baha, Jizan and Najran. Each of the downtown projects will be a mixed-use scheme that will provide a platform to enhance lifestyles and promote economic growth across the dozen different cities. In total, the projects will cover around 10 million square metres of land area.

Red Sea Global is behind The Red Sea, a Giga-Project in Saudi Arabia with a focus on eco-tourism. Formerly known as the Red Sea Project, The Red Sea is open for business. Directly employing 35,000 people, the project showcases the landscape and rich cultural heritage of the Red Sea Coast. Upon completion in 2030, the destination will comprise 50 resorts, offering up to 8,000 hotel rooms and more than 1,000 residential properties across 22 islands and six inland sites. The destination will also include luxury marinas, golf courses, entertainment, leisure facilities and an international airport. The destination will also include hotels, residential properties, leisure, commercial and entertainment amenities.

Recently launched in Dubai was the J1 Beach by developer Merex Investment who has brought the spirit of the Riviera to the UAE. The project is a mixture of 13 luxury beachfront dining experiences, offering visitors an escape to tranquillity with a serving of tantalising flavours and innovative blends. A wide array of different cuisines are on offer across the 500m-strip and the 13 dining experiences are African Queen, Almayass by the Sea, Bâoli Dubai, Chouchou, Gigi Rigolatto, Gitano, INÁ, Kaimana Beach, La Baia by The Beach, Lúnico, Ninive Beach, Sakhalin and Sirene by GAIA.

HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has approved the master plan for the expansion of the Dubai Exhibition Centre at Expo City Dubai at an investment of $2.72bn. Part of the Dubai 2040 Urban Master Plan, the expansion is integral to Expo City Dubai’s vision of becoming a dynamic economic hub, driven by global exhibitions and events. On completion, the DEC will become the largest purpose-built indoor events and exhibitions venue in the region. The DEC master plan outlines the venue’s expansion in three key phases to accommodate the increasing demand for large-scale venues. In Phase 1, set for completion by 2026, the Dubai Exhibition Centre will feature 140,000sq m of exhibition space. Phase 2, expected to be completed by 2028, will expand the total exhibition space to nearly 160,000sq m, along with enhancements to supporting infrastructure, road networks and dedicated multi-storey parking. The final phase, expected to be completed by 2031, will increase the total indoor exhibition space to 180,000sq m, featuring 26 halls on a single contiguous level that spans 1.2km. The final phase will include a 300+ key hotel, retail outlets, commercial offices and an industrial kitchen for fully integrated operations. Another part of the overall Expo City Dubai development will be the Expo City Mall by developer Emaar. The upcoming 385,000sq mall is set to be situated in Dubai’s Emaar South project and feature a large-scale offering of over 190 shops and F&B outlets. With a focus on providing an immersive shopping experience, the mall will be home to an extensive collection of fashion, electronics, home furnishings and speciality stores.

Sobha Realty has commenced the construction of first of its kind mall for its flagship community Sobha Hartland in the heart of Dubai. With an estimated cost of $57M, the project blends the vibrancy of retail space with the serenity of an urban park, while ensuring exceptional experiences for residents and visitors. The mall is scheduled to be completed in second half of 2026. The new mall is being designed to set new standards for a luxury mall, which perfectly combines nature, culture, gastronomy and recreation. With a built-up area of approximately 339,000sq ft and a gross leasable area of around 115,000sq ft, the project will house a variety of amenities, including a supermarket, gym, play courts, a soft play/entertainment zone and diverse restaurants offering a wide range of food choices. It will feature 35 retail shops and dining outlets, along with more than 10 unique dining options, establishing a new gastronomic destination for the community in Dubai.

Ground has been broken on the Immersive Tower by DIFC, Dubai International Financial Centre’s $300M, 115,000sq m skyscraper under construction by the DIFC Authority. The commercial tower is located within DIFC adjacent to Daman Tower, overlooking the ICD Brookfield tower and embodies the centre’s vision to increase the supply of prime office space to meet the evolving needs of businesses establishing and expanding within its thriving ecosystem. Conceptualised by Aedas and developed by DAR Group, the 37-storey, mixed-use Immersive Tower by DIFC will meet all the needs of the modern workforce and encompasses 58,573sq m of office space and approximately 10,596sq m of retail space while more than 680sq m has been earmarked for amenities. The project is scheduled for completion in April 2027.

An upcoming project by Developer Emaar Properties is their new Dubai Square which is set to become of the world’s most advanced developments, using AI for the design, construction and creating ‘unique’ personalised customer experiences. According to Emaar, Dubai Square is a residential, hospitality and retail city that will boast 10,000 residential units, over 1,500 hotel rooms and a retail district that is approximately the size of The Dubai Mall. Dubai Square will be facing the iconic Dubai Creek Tower and the Dubai Creek Plaza. The projects will be connected through a cutting-edge underground extension. The new development is heavily focused on family entertainment, with free live shows at the futuristic Grand Plaza. A dedicated art district, technologically enhanced Ice Adventure and a rooftop waterpark are also planned. Emaar is planning to complete both the new landmark Creek Tower and the Dubai Square project at the same time in 2027.

Marjan, the master developer of freehold properties in Ras Al Khaimah, has today unveiled RAK Central, its latest mixed-use destination, which will feature a Grade-A office and commercial district that is set to open in 2026, helping to drive business and tourism development, unlock job opportunities and redefine lifestyle in the Emirate. Upon completion of all phases of the mega-development, RAK Central will create a vibrant work, live and play destination that will contribute to RAK Vision 2030, driving a prosperous and diversified economy, building happy and cohesive communities, securing a sustainable future and safeguarding the environment by following advanced green building strategies. Upon completion, RAK Central will offer three million square feet of rentable office space, more than 4,000 residential apartments, three hotels with a capacity surpassing 1,000 keys, multiple parks and green spaces, various retail and entertainment facilities and several interconnected buildings with over 1,000 parking spaces for visitors. Construction work is scheduled to begin this year, with the first phase of the infrastructure and the main business complex expected to be completed in the fourth quarter of 2026.

Being developed by Wynn Design and Development, part of Wynn Resorts, are overseeing all facets of the Wynn Al Marjan Island resort that is currently under construction in Ras Al Khaimah, UAE. The development is the Company’s first beachfront resort and is being built on a beautiful island of almost 62 hectares jutting into the Arabian Gulf. Wynn Resorts is developing the project in partnership with Marjan and RAK Hospitality Holding. It is anticipated to be the first integrated gaming resort in the Middle East North Africa (MENA) region. The curated collection of 22 dining, lounge and bar experiences will each be presented in their own uniquely designed space, many with views of the beach and poolscape, whilst the theatre will feature bespoke production shows. The resort will also include a 15,000sq m shopping esplanade filled with the world’s top luxury boutiques, a five-star spa and a salon. Wynn Al Marjan Island began construction in early 2023 with construction led by UAE-based main contractor ALEC Engineering and Contracting. The resort will open to the public in early 2027.

Projects Across North Africa
Maspero Mall is an upcoming unique destination for retail and lifestyle experiences in the heart of Cairo by developers City Edge Developments. Situated in Maspero Triangle, Maspero Mall is an icon of downtown Cairo offering unforgettable shopping experiences, delicious cuisines and a variety of distractions that will leave you entertained. As a thriving commercial destination, Maspero Mall will ensure memorable experiences for everyone through state-of-the-art services and facilities.

Developer Ma’alem Development has announced an ambitious expansion plan, introducing the Malaga project in Sidi Abdel Rahman along the North Coast of Egypt, with investments nearing EGP 20bn. Spanning 105 feddans, this project marks a significant milestone in the company’s growth strategy. With construction set to start next year, the Malaga project is envisioned as a comprehensive resort, encompassing residential, commercial, recreational and service facilities. Designed in a Spanish architectural style, the project aims to emulate the charm of Spain’s most beautiful coastal cities. A key feature of the Malaga project is a large commercial mall spanning 12 feddans, which will include the first underground parking garage of its size in the area. An opening date has not yet been announced.

Being built in the heart of Zenata Eco-City, an 800ha urban master-planned development, Zenata Mall is taking shape to become Morocco’s most entertaining shopping, food, family and leisure destination and the largest mall in North Africa with 120,000sq m of gross leasable area. The project, led by Zenata Commercial Project, is a joint venture between Dubai-based Al-Futtaim group, Marjane Holding, Morocco’s leading developer of retail destinations and modern retail; international shopping centre specialist Sonae Sierra and Société d’Aménagement Zenata, a subsidiary of CDG group in charge of the design and land development of Zenata New City. Upon completion, the three-storey mall with a basement car park will accommodate more than 300 stores of apparel, cosmetics, electronics, household appliances and sports brands and various restaurants and cafes, including a Food Hall. A 27,500sq m IKEA store, opened since 2016, will anchor the mall, including the 8,500sq m Marjane hypermarket, 10,000sq m of indoor and outdoor leisure areas, a fun zone and a 5,500sq m cinema complex. Set to open in 2025, the project strives to attain BREEAM environmental certification.
